The takeaway

A clean export needs a clear explanation of rights, transformations and handling—not just a promise that names were removed.

What the regulator announced

Confirmed, October 8: the UK ICO said ten leading foundation-model developers had made or committed to changes following its supervision. The areas included transparency, mechanisms for individual rights and assessments of safeguards. It also opened a call for evidence on agentic AI, closing November 20.

The announcement is about supervision and further evidence gathering. It is not a new universal licensing law, a published dataset tariff or a finding that every de-identified business record is safe to sell.

Our analysis: preparation can reduce negotiation friction

Buyers need to understand how a supplier acquired a dataset and what the supplier can authorize. A support archive may mix company-authored guidance, customer messages, employee information and third-party attachments. Different components can need different treatment.

For an Ohio business, the first useful task is a source inventory: which systems hold the records, which agreements govern them, who can approve use and which categories should be excluded. Applicability of UK rules depends on the facts; obtain advice for a specific proposed transaction.

What a useful diligence package contains

Prepare a rights summary, a field inventory, an explanation of redaction or pseudonymization, and a way to identify the version being reviewed. Record what was excluded and why. Agree how changes or deletion requests will be handled before promising a refresh product.

Crucially, privacy preparation should preserve authorized connections among records. Removing names while destroying every cross-system link can leave a dataset safer to inspect but less useful for learning workflows. See preserving links after de-identification.

How our assessment handles uncertainty

“We need to check permissions” is a useful answer. Our screening flags that for review instead of assigning a confident commercial category. No business records are requested in the initial assessment.

Later, a scoped sample and documented permissions can support a quality discussion with Ohio Training Data. A quality score and a legal clearance remain separate forms of evidence.
